We're talking about "OFF: [Promotor] Distribution of Proposal 7682", right?

It appears to lack a Message-ID, which may be related.  However, it
was definitely received on 12 Jul:

In fact, there are no messages from 15 Jul at all.  Make sure you're
looking at the right Received entry - my server's are in -0000, not
+0100.
