Note:  This is the first time this Rule has been interpreted since it
changed from the Rights wording of R101.  In R101, the standard was 
"reasonably opportunity to review" which says nothing of 'process'
(which is why I didn't look at slightly older precedents).  I used
'process' to harmonize the Rule Changes Right with the Judgement Right
(which used 'process').  -G.
