If you want to make higher-powered rules but can get a power-3 proposal
through, technique is to temporarily amend R1688 to allow yourself to
make higher-powered stuff.

I don't think that technique is currently required for rules, whose power is _not_ a secured value, so R1688 isn't relevant for that aspect. Rule 2140 gives the actual limit, but a power-3-or-higher proposal can still set the power of rules higher than its own.
