If you haven't found them yet, the most consistent location to search is the mailing list archives, as the Rulekeepor is required to post the Short Logical Ruleset once per week and the Full Logical Ruleset once per month. However, Rulekeepors typically also maintain a web copy, and the current one has it here: http://faculty.washington.edu/kerim/nomic/rkeep/current_flr.txt
