When using this method as Arbitor, I found that strict "most recent decision" 
or even "most recent distribution" criteria left several CFJs during my tenure 
with only 1-2 judge choices.  I think eligibility needs more smoothing.

Overall, the "judges with Power" mechanic is a good one - we've had two
iterations that I know of, Orders and Equity Courts.  About time to try
it again.

The old Orders system is relevant to this.  A Judge could issue an Order 
along with eir ruling; this could include an Order that a Recordkeepor note 
a change in eir Record (effecting a gamestate change).  There were Rules 
for Staying, Vacating, and Conflicting Orders, or declaring Orders Improper.  
Yes it could get quite complicated - there's a set of CFJs around two
people issuing orders to each other, including orders to stop issuing
orders.

(Not sure there's any lessons to be learned there, just reminiscing).

I think using Ephemeral power levels is a nice touch (the Orders system
relied on the precedence of the Order-permitting Rule stating that the
change was POSSIBLE, which was an extra layer of mess IIRC).
