Incidentally, I'm pretty sure there have been similar cases in the
past, though I don't recall details offhand.

Maybe you could assign it a number and at least publish some kind of
'ruleset supplement' to a-o listing it in that form, so that e.g.
someone searching the archive for "Rule NNNN", with sequential Ns,
would find it.  With the Git thing you mentioned privately, it would
make sense to commit it to the ruleset, followed by another commit
removing it.  (If I'm right about similar cases happening in the past,
then I think I neglected to do the same in RCS as rulekeepor.  Ah
well...)
