Another possible solution: make the welcome purse some kind of income-generating investment (e.g. land or similar, modified to have some kind of earning) rather than cash. Maybe everyone could have a land grant, but the rules for earning shinies from land grants can vary to have some of the diminishing return behavior you suggested earlier.
