It’s possible that this much of your scam could actually work, if and only if 
you can freely make up things to report on. I’m not actually sure you can, and 
that might be worth a CFJ: I would argue that the Rules, taken as a whole, 
exhaustively define the things that are reports, even though no single rule 
defines all reports.
