To be fair, there was considerable debate on whether the rules written like the pre-amendment R2125 did or didn't enable awarding (for lacking both a capitalized CAN and a method). So depending on the (now-moot) final judgement there it's possible that *no* ribbons were ever correctly awarded (excepting some like White that have a separate by-announcement method specified).
