A pay raise might help boost officer participation, as might additions to official powers. However, I agree with ATMunn that offices are a deep-seated part of Agoran tradition and culture. Removing them would be unlikely to boost game activity significantly, and might harm accountability, playability, or fun (not having paradoxical game states would be sad). We discussed this a while back and agreed that certain official duties could be privatized without causing problems, but it never went anywhere (if someone wants to go find it, it was called the gig economy).
