Proto: Royal Charter.
[Basically brings back high-rank facilities, but such that only one
player can ever have the high-ranking facility and a player can only
specialize in one type. Idea is to promote specialization and
cooperation (e.g. like the Foundry).]

A player's Portfolio consists of all of eir assets, all of
eir zombies, and all of eir zombies' assets, and of eir
assets' assets (or zombies assets' assets).
Royal Charters:
For each defined type of processing facility, there exists a
unique asset, a Royal Charter for that facility type.
It is IMPOSSIBLE for a player to have more than one Royal
Charter of any type in eir portfolio. If e would receive
a Royal Charter when there is already one in eir portfolio,
it is instead transferred to Agora.
If a facility is in possession of a Royal Charter for that
facility type, that facility produces (refines) 3x the amount
of the refined asset than it otherwise would.
TODO: Rule for auctioning and recirculating Royal Charters.
