The issue with this is that the Herald CANNOT award 2+ Champion titles
simultaneously (I think... by R649 each award is an individual act).
So if e says "I award Champion to twg and D Margaux" then D Margaux is
the one who was "most recently" awarded it. With simultaneous wins,
this shifts the choice of who gets the job from the PM to the Herald.
