They don't. What's happened is that there's no longer a 1-to-1
correspondence between Proposals and Agoran Decisions on Whether to
Adopt a Proposal; in a few cases we've had multiple decisions about
whether to adopt a single proposal. The letters are to distinguish the
multiple decisions about a single proposal from each other.
