It's a combination of posting an Agoran-friendly fixed format and responding to peer review. That's my own threshold for deciding it's worth doing something "as Herald" because my job in R1367 is explicitly tied to the peer review. Of course if "Doctorate Expectation" is adopted and fixes the award bug then others can choose their own standards and (attempt to) make the award. -G.
