I said the passage of time should be protected in general, at a high level,
before we tried this.  Just as a precaution.  The reason for protecting time
was brought up in the last paragraph of CFJ 3580 which noted that a
relatively low-level rule could start and stop time (e.g. create a game
clock), and if it ended up stopping time with no way to start it, would get
around the Agora-protecting clauses of R101 and R1698:
