I believe this won't work until Proposal 8311 is adopted. Proposal
8311 adds a missing method ("by announcement") to the relevant rule.
Also, note that the Treasuror has been tracking a similar list of
reports in eir weekly report, since Proposal 8311 is going to issue
the missing rewards. (You may still be responsible for issuing these
rewards too, though.)
