I'm not convinced it was made with the intent to mislead. It looked to me like an obvious attempt to test DADA with an action that doesn't actually do anything. So now we have a buggy indictment process and a lesser fine which may or may not have been successfully levied and so may or may not block the indictment process from leading to a fine. - Falsifian
