When I last sent around a proto that had that, maybe way back in October(?), someone opined that since R107 contemplates a voting period as short as 5 days, and as R2168 works at power-1 to extend voting periods, this was a feature that in legit circumstances shouldn't be escalated/ secured more than "don't let people have arbitrary instruments". With R107 making the minimum 5 days, as long as the ballots themselves are protected, it didn't seem like as big a hole. But I'm open to securing that (Power=2 or Power=3?) and increasing the power of R2168 to match, if people prefer (can't remember who had that opinion?) -G.
