This is a draft regulation to remove the Stonemason's unfair advantages
pertaining to wins in Stone Auctions.
I intend (but not really since this is to DIS), with 1.5 Agoran consent,
to enact a Stonemason's Administrative Regulation with title "Excessive
Stone Allocation" and the following text:

After a stone auction is initiated, but before its distribution message
is published, any promise clearly labeled as an excessive stone
allocation promise that is transferred or granted to the Stonemason is
an excessive stone allocation promise for that auction. Within the
distribution message for that auction, immediately after causing all of
the lots to be distributed, the Stonemason SHALL cash any excessive
stone allocation promises for that auction that e CAN cash.
After the distribution message for a stone auction is published, the
Stonemason MAY destroy any stone allocation promises for that auction.
The Stonemason SHALL NOT cash, transfer, or destroy stone allocation
promises except as described in this regulation.
