Draft judgement:

I find that Rule 2422/9's determination of voting strength is not
contradictory, but rather underspecified. It is specified that the sole
initial value is set before all other determinations, and that the
clamping between 0 and 15 is applied after all other determinations.
This leaves all rules-specified modifications, including the one
specified in Rule 2422, to the value to happen in between those two
determinations, in some order.

Rule 2422 specifies that modifications in rules other than itself are
applied in ascending numerical order by ID, but does not specify where
its own modification falls in that sequence. I find no need to resolve
where it is in the order, as there are only two voting strength
modifications (blots and Buying Strength), and they are both additive,
so the order in which they are applied does not affect the result.

This resolves the suggested contradiction and means that neither clause
is inoperative. A player with 3 blots can have their voting strength
altered as a result of buying strength, but cannot have eir strength go
above 15.
