I'm not sure your amendment does anything to help here. All it allows is for different players to submit bids of equal amount as long as they're on different lots in a selective-bid auction. The bids are still given out to the Nth active bid, which is the part that is broken, at least to my understanding.

Also, the new paragraph could be construed as a universal prohibition against submitting a bid amount that anyone has ever submitted before. An "on that auction" or two in the new paragraph would probably cover that.

...actually, I just checked and the current regulation text fails to specify this as well. Not sure if that changes anything at this point, but we may as well fix that while we're here too.

I did know about this issue, but I kind of forgot about it. I intended a fix back in June, but I never resolved it, even though I think I could have (it had 1 support from Jason and 0 objections).
