  Perform the following actions, in order.

  * Rename Rule 2555 to "Blots & Antiblots"

  * Ammend Rule 2555's text to
    {
          Blots are an indestructible liquid currency with ownership
          restricted to persons and the Sludge Tank.

          Antiblots are an indestructible liquid currency with ownership
          restricted to persons and the Antimatter Containment Unit.

          otherwise specified in the rules.
    }

  * Where X is the number of blots currently in existence, create X
    antiblots in the ACU's possession.

  * Enact a rule with title "Creation & Anihilation", power 3.0, and with text
    {
          If an action were to create a different amount of blots and
          antiblots at once, the missing amount of blots or antiblots is
          created in the Sludge Tank or the ACU, respectivelly.

          To levy a fine of N on a person, where N is a positive integer
          or zero, is to create N blots in eir possession. To anihilate
          a blot-antiblot pair (syn. anihilate a blot with an antiblot) is
          to destroy a specified blot and a specified antiblot, at the
          same time.

          A person CAN, by paying 1 boatload of coins, create 1 blot in
          eir possession.

          Once per quarter, the Referee CAN, by announcement, transfer
          half (rounded down) of a fugitive's blots to the Sludge Tank; e
          MUST do so once per quarter for every fugitive.

          The Referee CAN clean the Sludge Tank by announcement. When e
          does so, e anihilates a blot from the Sludge Tank with an
          antiblot in the ACU.

          ~>Any player CAN expunge a blot from a specified person (or emself
          if no one is specified) by paying a fee of one Blot-B-Gone.<~

          transfer 1 antiblot from the ACU to emself~>, unless e is a player<~.
    }
