Slight difference: that's phrased continuously. "While this condition is
true, apply this effect" vs "When this event occurs, apply this effect".

I guess it doesn't actually need a separate action: "Eir voting strength
is increased by two for a referendum on an ordinary proposal for each
time e did so in the voting period." would be fine I think (and mirrors
that example)?
