I have flr-fresh.txt permanently open in a browser tab (as it happens, the first tab in my primary browser – it's been there for years at this point), but normally look at it only when I want to look up a specific rule or search for particular words in the ruleset. Sometimes I do a more complete read, e.g. for RTRW or because someone is trying to ratify the ruleset (in the latter case I generally check to make sure that at least one ruleset-amendment process works correctly, typically the proposal system). -- ais523
