Proto-Proposal: Budget Switches

Create a rule titled "Budget Switches" with Power 2 and this text:

      A budget switch is a switch defined as such by the rules.

      A budget plan for an office is a list of one or more budget
      switches tracked by that office, each with a value that would be
      valid for that switch.

      When a player wins an election, if the message in which e became a
      candidate in that election also included a budget plan for that
      office, then those switches are flipped to those values, in the
      order listed.

[Generic framework for candidates to differentiate themselves via
 economic policy. We've had something like this in the past, but it's
 been several years.]


Proto-Proposal: Agoroleum

Create a rule titled "The Barren" with this text:

      The Barren is an office.

Create a rule titled "Oil Blocks" with this text:

      Oil Blocks are a type of asset, tracked by the Barren.

      Oil Block Cost is a singleton natural budget switch, tracked by
      the Barren. A player CAN pay a fee in Pyrite equal to the Oil
      Block Cost to gain an Oil Block.

      Oil Blocks have these switches, tracked by the Barren:

        * Oil Exploration (negative boolean)

        * Oil Production (integers from 0 to 4, inclusive)

Create a rule titled "Drills" with this text:

      Drills are a type of currency, tracked by the Barren.

      Drill Cost is a singleton natural budget switch, tracked by the
      Barren. A player CAN pay a fee in Pyrite equal to the Drill Cost
      to gain a Drill.

      A player with a Drill CAN flip a specified Oil Block's Oil
      Exploration from false to true by announcement. When this occurs,
      the Barren CAN by announcement, and SHALL in an officially timely
      fashion, flip its Oil Production to a random valid value.

Create a rule titled "Derricks" with this text:

      Derricks are a type of currency, tracked by the Barren.

      Derrick Cost is a singleton natural budget switch, tracked by the
      Barren. A player CAN pay a fee in Pyrite equal to the Derrick Cost
      to gain a Derrick.

Create a rule titled "Barrels" with this text:

      Barrels are a type of currency, tracked by the Barren.

      Barrel Base Cost and Barrel Multiplier Cost are singleton natural
      budget switches, tracked by the Barren. A player CAN pay a fee in
      Pyrite equal to BBC + (BMC * B) to gain a Barrel, where BBC is the
      Barrel Base Cost, BMC is the Barrel Multiplier Cost, and B is the
      number of Barrels e already owns.

Amend Rule 2499 (Welcome Packages) by adding this item to the list:

      * 50 Barrels.

Create a rule titled "Crude Agoroleum" with this text:

      Crude Agoroleum is a type of currency, tracked by the Barren.

      Once a week, a player CAN by announcement gain a quantity of Crude
      Agoroleum equal to the minimum of:

        * the total Oil Production of all Oil Blocks e owns

        * the number of Oil Derricks e owns

        * the number of Barrels e owns minus the number of Crude
          Agoroleum e already owns

Create a rule titled "Refineries" with this text:

      Refineries are a type of currency, tracked by the Barren.

      Refinery Ratio is a singleton budget switch, tracked by the
      Barren, whose valid values are the positive real numbers.

      A bid on a refinery is a specified amount of Pyrite. Each month,
      the player who specified the largest such bid during the previous
      month CAN once pay a fee equal to that bid to gain a Refinery,
      provided that the number of existing refineries divided by the
      number of players is less than the Refinery Ratio.

      Refined Agoroleum Price is a singleton natural budget switch,
      tracked by the Barren. Up to seven times a week, a player who has
      owned a refinery for at least a week CAN pay a fee of one Crude
      Agoroleum to gain Pyrite equal to the Refined Agoroleum Price.

Flip switches as follows:

  * Oil Block Cost          =  1000
  * Drill Cost              = 10000
  * Derrick Cost            =   250
  * Barrel Base Cost        =   100
  * Barrel Multiplier Cost  =    10
  * Refinery Ratio          =   1/3
  * Refined Agoroleum Price =  2500

[Based on EarlyRetirement's original October proto, since e's no longer
 registered to push it forward on eir own. Also makes use of the budget
 framework from the previous proto.]
