PROPOSAL TEXT:
[Oops, the original passed.]

Amend Rule 754 by replacing:

      (1) A difference in spelling, grammar, whitespace,
capitalization, or dialect, or the use of a synonym or
abbreviation in place of a word or phrase, is
inconsequential in all forms of communication, as long as
the difference does not create an ambiguity in meaning.

with:

      (1) A difference in spelling, grammar, capitalization, or
dialect, or the use of a synonym or abbreviation in place of
a word or phrase is inconsequential in all forms of
communication, as long as the difference does not create an
ambiguity in meaning, except for the purpose of reporting on
or quoting the text of a legal document. A difference
between two nonempty spans of whitespace is inconsequential
in all forms of communication for all purposes.

Amend Rule 2221 to read:

Any player CAN clean a rule without objection by specifying one
or more corrections to spelling, grammar, capitalization, and/or
dialect, or to whether a synonym or abbreviation is used in
place of a word or phrase, in the rule's text and/or title; the
rule is amended by this rule as specified by that person.

Amend Rule 105 by replacing:
                                             An inconsequential
variation in the quotation of an existing rule does not
constitute ambiguity for the purposes of this rule.

with:
                                                  An inconsequential
variation in the quotation of an existing rule does not
constitute ambiguity for the purposes of this rule, but any
      other variation does.

A proposal is a body of text which has been made into a proposal
using a process specifically described in the Rules. Proposals
CANNOT be modified except as allowed by this rule.

When creating proposals, the person who creates them SHOULD

[Right now, I think there is a tendency to avoid modifying proposals,
even when, say, a simple change would improve clarity or avoid a
trivial error, because doing so requires re-paying the
Distributability fee.]
