The holder of the office of Prime Minister has voting strength one
greater than e would have if e did not hold the office. This does
not apply in respect of an election of the Prime Minister.
Amend Rule 103 (The Speaker) to read as follows:
The Speaker is an imposed office and the figurehead leader of
Agora. The office of Speaker is held by the player to have most
recently won Agora.
For an election of the Prime Minister, the Speaker has voting

to 7 day period. I don't feel like changing it further, but feel free
to propose a better version.]
Create a new Power-1 Rule, titled "Cards":
The Referee is an office; its holder is responsible for keeping
track of wrongdoing.
The Referee CAN issue a Card to a specified player by
announcement. When issuing each Card, e SHALL cite a unique
violation of the rules e perceives to have occurred within the
last 14 days, and CANNOT issue more than three Cards per week,
or one per week to a single player. The Arbitor CAN issue Black
Cards to the Referee solely for alleged violations of the former
requirement.
The following Cards exist:
- Green Card, intended for offenses which the Referee does not
believe warrant effective punishment. When a Green Card is
issued, the Referee gains two points, and the target player is
ENCOURAGED to travel to the United States.
- Yellow Card, intended for less serious or justifiable
infractions. When a person who has received a Yellow Card in
the last 7 days earns points, e only receives half as many as
e otherwise would, rounded up.
- Red Card, intended for more severe offenses. The effects of a
Red Card are described elsewhere.
- Black Card, naming an office held by the player, intended for
severe abuses of power. Within seven days after a Black Card
is issued, any player CAN become the holder of the target
office with two support; the Referee CANNOT initiate or
support this.
The Referee SHALL issue at least one Card per week, unless no
violations occurred that week.
Rules to the contrary notwithstanding, the Referee does not gain
weekly points for holding the office.
[In lieu of weekly points, Referee perks include discretion over
whether to issue Cards to emself and points for Green Cards.]
Create a new Power-3 Rule, titled "Red Cards":
After a Red Card has been issued to a player, e SHOULD publish a
formal apology of at least 200 words, including all the
prescribed words, explaining eir error, shame, remorse, and
ardent desire for self-improvement; other effects are described
elsewhere. Until e does so or 30 days have passed, e CANNOT
cast votes other than PRESENT, rules to the contrary
notwithstanding.
