The quorum is 4.0 The valid options are all proposals adopted between November 1 of 2016, and October 31 of 2017. The vote collector is the Herald. The voting method is instant runoff. Players are ENCOURAGED to discuss eligible proposals. If the outcome is not FAILED QUORUM and it got at least three votes, that proposal wins, and its author gets the Patent Title of "Silver Quill 2017".
