I initiate an Agoran decision to select the winner of the Prime Minister
election.

  * The Vote Collector is the ADoP.

  * The valid options are 4st, jimmy, literallyAmbiguous, and anyone
    else who becomes a candidate before the end of the voting period.

  * The voting method is instant runoff.

  * Quorum is 7, based on 10 voters on Proposal 9158.
