I hated it too when it was introduced. But I learned to love the clarity...
How much clarity do you really need for words like "CAN", "CANNOT", "OVERTURNED" and
"REASSIGNED"?
Anyways, the One True Agoran Capitalization is to uppercase the first letter,
so that you get Proposals with an Appearance like this. That way you know how
to Vote on them Properly.

I don't know a lot about the history of OTA, but I'm pretty sure it
didn't involve capitalization like that.
