Hi Shaun, I believe bot padding is what you'd be looking for. Search on:
bot_padclients
It's in the server.cfg file in your id1 folder.
Depending on how you set this, bots will appear initially until players
take their places. Setting this to 0 disables it.
Let me know if you do want the mods.
