Stupid question but did you first delete then reupload the map? If not, flash fxp would assume that because your map is bigger than the destination map, you wanted to resume it. Try deleeting the map and reuploading it. This may fix it. Also, you may need to restart the server for the changes to take affect. I'm probably just being stupid though, so forgive me.
