Hey guys.
Why not setup an svn? -- You might already have one and I might be just
stupid but I think that would work well.
Give people like Cara there svn commit access, anonymous checkout, and
setup a flyspray so people can submit patches that can be integrated
with the main source tree.
Something like rockbox.org.
That should sufficiently decentralize things and also make an easy way
to get up and running with the source.
svn co svn://svn.agrip.org.uk/agrip/trunk
or...
svn co svn://svn.agrip.org.uk/agrip/documentation
and have the Latex source for the documentation and allow people to
build the manual as pdf, html, whatever with those converter things.
Just an idea.
