Star Morgan Stanley economist exits after penning critical

ANDY Xie resigned as Morgan Stanley's chief Asian economist
after sending an email in which he characterised Singapore as an
economic failure, dependent on illicit money from Indonesia.
Dr Xie, who worked at Morgan Stanley for nine years, sent the
email to his colleagues after attending the International
Monetary Fund and World Bank annual meetings last month in
Singapore. In it, he questioned why Singapore was chosen to host
the conference over India or China, and said delegates "were
competing with each other to praise Singapore as the success
story of globalisation".
"Actually, Singapore's success came mostly from being the
money-laundering centre for corrupt Indonesian businessmen and
government officials," Dr Xie said in an internal email.
"Indonesia has no money. So Singapore isn't doing well."
Dr Xie, who was based in Hong Kong, resigned from Morgan Stanley
last week.
Singapore's $US118 billion ($A158 billion) economy is recovering
from three recessions since the 1997 Asian financial crisis, and
is expecting growth of as much as 7.5 per cent this year. It is
grappling with growing competition from China and India, which
have lower labour costs.
Prime Minister Lee Hsien Loong last month said Singapore's
economy could sustain annual growth of 3-5 per cent for the next
10 to 15 years as it expands its industries.
Morgan Stanley confirmed the contents of the email and declined
to elaborate on the reasons for Dr Xie's departure.
"The email expresses the views of one individual and does not in
any way represent the views of the firm," Morgan Stanley
spokeswoman Cheung Po-ling said. "Morgan Stanley has been a very
strong supporter of Singapore and has a great deal of respect
for Singapore's achievements."
Morgan Stanley was the sixth most prominent Singapore merger
adviser this year, handling $US1.5 billion of deals, according
to Bloomberg data.
"I tried to find out why Singapore was chosen to host the
conference," Dr Xie wrote in the email. "... I thought it was a
strange choice ... Mumbai or Shanghai would be a lot more
appropriate."
Dr Xie , who last month predicted the US economy would fall into
recession in 2008, declined to comment .
