Ok, I tried the command and here is the result
almost the same as when I run apt-get upgrade.
root@amadou-laptop:/home/amadou# apt-get install --reinstall libpython2.7-dev -f
Reading package lists... Done
Building dependency tree
Reading state information... Done
You might want to run 'apt-get -f install' to correct these:

ubuntuone-client : Depends: python-ubuntuone-client (= 13.10-0ubuntu1.2) but
