Manfred Hampl proposed the following answer:
The package loop-aes-utils has not been maintained for several years, and it
has been removed from the repositories for current Ubuntu releases.
According to https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=680748 the same
functionality is provided by dm-crypt from the cryptsetup package.
