We talked before about having the permission system tracking more closely to
the unix concept of users and groups.

Widgets are currently limited in that they only allow a single permission
group versus no permission. Rather, each group should be allowed a different
"view" of the same widget. Likewise, each permission group should be allowed
to have its own No Results Error (which isn't necessarily an error btw).
