I'm not seeing consensus on this yet. In HTML head & is not okay but & is? Doesn't & contain &? What item in the W3 recommendations are you referring to? I'd like to read it.
I also don't understand the point about & and > That seems like two different issues to me. I'd like the URL to be valid HTML.
