admin interface needs a way modify the aiki_sites table

Bug description:
There is no way to change the values in the aiki_sites table through
the admin interface.
The structure of the table is:
* site_id
* site_name
* site_shortcut
* is_active
* if_closed_output
There should be some indication that global_settings.site is keyed to
aiki_sites.site_shortcut.
