Jakub Jankiewicz confirmed that the question is solved:
OK site select will be fine to do but 3 selects for config is imposible
(hard) to do because site, view, language are not sepearated field but
merged into selector, they should be separated client code or API can
use selectors to make user life easier but in database it should be
separated.
