Widgets are code blocks. AGPL covers code. Thus widgets must be AGPL

When extensions call a GPL API, they must be GPL too.

There are proprietary extensions to the Linux kernel because the
copyright holders do not enforce the GPL.

The non-code part of the site is not under AGPL. Such suggesions are
fine, but would likely be for a CC-BY-SA license as Mike says and as

If maintainers and extension builders are building proprietary
extensions, I question to what extent they are 'on the team'... ;-)

I agree WordPress is worth looking at, because WP actively enforces

Bug description:
  Currently Aiki sites must make their code available by hand to comply
  with the license.

  I bet that most Aiki sites are out of compliance with the license.
  This is a SERIOUS problem.
