No, I have no idea what it it should read or even what the code is
supposed to be for. It may be some part of a feature that was never
implemented.

  form output for datetime has a mistake in the HTML

Bug description:
  What is the purpose of this code?

  Why does it have an extra '</h2>'? What is the output supposed to look
  like?

  If it a part of the form, why is there no input tag?
