HTML entities are ending up incorrectly in widgets

Bug description:
This is a serious regression. HTML entities are ending up in the
widget textareas.
* Create a widget with the Select query: select * from aiki_users
* Save the widget and open it up again
The content in the textarea now reads: select * from aiki_users
The HTML is:
<div id="normal_select_container"><textarea style="display: none;" rows="7"
cols="50" id="normal_select" name="normal_select">select * from
aiki&#95;users
</textarea>
