Aiki installer overwrites .htaccess file if it exists

Bug description:
The Aiki installer should check if an .htaccess already exists before
writing to the file. If it does exist, Aiki should not overwrite it,
but should instead output the contents that are supposed to be in
there, just like Aiki does if it finds it doesn't have write access to
that file.
