Debug heaven

Bug description:
All debug messages must be echoed as:
- config['debug']= 0 Not
- config['debug]=- 1 Yes
- config['debug']= 2 Yes, is user is system admin or module admin, not in
other case.
The last option is for admin..instead switching on the debug code, review
code, and then switching it off, you can select this
option. Is secure and discrete (only revealse information to vip person) and
convenient to use
