I think we should just require that root installation is writable as
well as /assets

We could even move the config.php inside that /assets to make it easier.

BTW, a little off topic, but what about renaming the assets to sites
and inside default which would contain the contents of the assets
folder. This would fit the structure more of how we are headed with
multi-sites, but where default would be the generic stuff across
sites. Another name could be global which might be more accurate.

Anyway, its more common to have a ROOT/config.php and ROOT/uploads or
ROOT/images or ROOT/wp-content in installations that is not required
by default to be writable. For installation we can just make sure that
config.php is written, then if one goes to admin upload, if the
sites/global/uploads is not writable, then make it so.

Another approach is the first time you create a site, we create
ROOT/config.php and take the default installation name of the site and
create a skeleton folder hierarchy like: ROOT/sites/my_site_name that
sits alongside ROOT/sites/global

Thoughts? Heya, if one can make config.php and set their directory to
be writable, then setting a folder to be writable also should not be
too hard.
