Infection meaning "use" within a project. Feel free to change it, that's why I 
called it a stub.

In light of speaking for the project regarding:

"A list of the three most important issues to address in the move towards 
graduation"

I just wanted to list some stubs in there that were generic enough that we 
could refine later.

BTW, remove all incompatibility licenses code deps, explore collaboration with 
other ASF projects, etc., was pretty much what #1 and #2 were focused on.
