Adding a GridFTP file staging plug-in for gfac-core

If data type defined in a service description is FILE, gfac-core should be able
to stage the file on a computing resource.
For the start, we should have a plug-in to stage a file from/to GridFTP
location e.g. gsiftp://gridftp.myhost.com:2811/myhome/myname/file.txt
