Summary: Add basic auth based authenticator to Airavata

We should have an authenticator to authenticate requests based on "Basic Auth"
protocol. With this we will be able to directly authenticate rest calls using
the user store configured for Airavata. Also we dont need to implement
authentication at server level (Tomcat level).
