This is another variation on the "Nigerian money scam", where you are invited to share in profits of locked up money from an African nation. The thing is, for "administration fees", you're invited to send money to the perpetrator to help unlock the fortune. 100's of gullible people have fallen for it, particularly in the USA, losing millions of dollars in the process.

There are dozens of other websites of a similar vein.

I imagine that a fraudulent registration was done up and send via our automated registration process. Anyhow, ignore this junk mail and others like it.

This man is a crook and should be dealt with accordingly. Do not be fooled
by this letter. As the UK Council member on ISRRT Council I get at least one
of these letters each week from various sources in Africa. They will clear
your bank account!
